La Capacità Amministrativa tra ambiguità teoriche e dimensioni analitiche. Un framework analitico per il «Capacity Assessment»

The concept of Administrative Capacity (AC) has been the subject of numerous academic studies, which have highlighted its multidimensionality and its relevance for public administrations. However, there is no single, universally shared definition in the literature. This article offers a review of the main definitions and dimensions of AC, proposing a synthetic analytical framework. Following an analysis of different theoretical perspectives, three key dimensions of AC are identified: resources, processes, and governance. These are considered defining aspects of AC and, therefore, necessary prerequisites for improving administrative performance. Capacity is thus a useful concept if adopted in an integrated and multidimensional perspective. A practical application of the concept for Public Administration is proposed through Capacity Assessment.
